Rafael Hernández Montañez, JD
With over 30 years of experience in the public and private sector, Rafael has specialized in financial matters, banking (mortgage and commercial), housing, tax decrees and business permit processes, among other topics. During his 16 years in the Legislative Assembly, he authored countless laws in these areas, which make him an expert in their content, as well as in the legislative process. His pivotal role in the negotiation and approval of Act No. 53-2021 “Law to End the Bankruptcy of Puerto Rico,” as well as his knowledge in fiscal matters, has earned him the respect and recognition of the Financial Oversight and Management Board of Puerto Rico.
He has served as Speaker (2021-2024), Minority Leader (2017-2020), Chairman of the Budget, Appropriations, Ways and Means Committee (2013-2016) and Representative At-Large (2009-2012) of the PR House of Representatives, demonstrating his unwavering commitment to social issues. He holds a Juris Doctor from the Inter-American University School of Law and a Bachelor of Science (Surveying and Cartography) from Polytechnic University.
